1、亞太經(jīng)合組織第二十五次領(lǐng)導(dǎo)人非正式會(huì)議宣言 THE 25TH APEC ECONOMIC LEADERS’ MEETING (2017年11月11日,越南峴港) Da Nang, Viet Nam 11 November 2017   我們,亞太經(jīng)合組織(APEC)經(jīng)濟(jì)體領(lǐng)導(dǎo)人,在“打造全新動(dòng)力,開(kāi)創(chuàng)共享未來(lái)”這一主題下相聚在越南峴港,決心采取更加有力和持續(xù)的共同行動(dòng),為APEC合作注入新動(dòng)力,促進(jìn)可持續(xù)、創(chuàng)新、包容增長(zhǎng),深化區(qū)域經(jīng)濟(jì)一體化,充分挖掘商業(yè)部門、特別是中小微企業(yè)的潛力,增進(jìn)糧食安全和可持續(xù)農(nóng)業(yè)。 1. We, the Leaders of APEC, gathered

2、 in Da Nang, Viet Nam under the theme Creating New Dynamism, Fostering a Shared Future, determined to take bolder and sustained collective actions to inject new dynamism into APEC cooperation to promote sustainable, innovative and inclusive growth, deepen regional economic integration, realize th

3、e full potential of the business sector, particularly micro, small and medium-sized enterprises (MSMEs), and enhance food security and sustainable agriculture.   APEC第一次領(lǐng)導(dǎo)人非正式會(huì)議至今的25年里,APEC成為亞太地區(qū)最重要的經(jīng)濟(jì)論壇,經(jīng)濟(jì)增長(zhǎng)和一體化的推動(dòng)力,未來(lái)經(jīng)濟(jì)合作設(shè)想的孵化器,貿(mào)易協(xié)定的協(xié)調(diào)機(jī)制,應(yīng)對(duì)緊急問(wèn)題的全球領(lǐng)導(dǎo)者。近30年來(lái),APEC為推進(jìn)亞太地區(qū)可持續(xù)增長(zhǎng)和經(jīng)濟(jì)一體化作出貢獻(xiàn),創(chuàng)造了數(shù)以百萬(wàn)計(jì)的就業(yè)機(jī)

A quarter-century after the first APEC Economic Leaders Meeting, APEC has proven to be the premier economic forum in the Asia-Pacific, a driver of economic growth and integration, an incubator of ideas for future economic cooperation, a coordinating mechanism of trade agreements, an

5、d a global leader in addressing pressing problems. For nearly three decades, APEC has contributed to sustaining growth and advancing economic integration in the Asia Pacific region, a process that has created millions of jobs and lifted hundreds of millions out of poverty.   我們此刻相聚,地區(qū)和全球形勢(shì)發(fā)生了復(fù)雜和深刻的

We meet at a time when the regional and global landscapes have experienced complex and fundamental shifts, coupled with the emergence of far-reaching challenges and opportunities. Region

7、al and global economic recovery is on firmer footing, but medium and long-term risks remain. The Fourth Industrial Revolution and advancements in technology are altering the nature of work, transforming our societies and the ways we connect and interact. Trade and investment have brought unprecedent

8、ed prosperity to the Asia-Pacific region, but serious challenges persist.   鑒此,我們承諾,共同致力于構(gòu)建和平、穩(wěn)定、活力、聯(lián)動(dòng)和繁榮的亞太命運(yùn)共同體。我們重申支持2030年可持續(xù)發(fā)展議程作為包容增長(zhǎng)的框架。 4. We, therefore, recommit to our common purpose – to foster a shared future of a peaceful, stable, dynamic, inter-connected and prosperous Asia-Pacific c

9、ommunity. We reaffirm our support for the 2030 Agenda for Sustainable Development, as a framework for inclusive growth.   我們重申長(zhǎng)期以來(lái)的承諾,維護(hù)APEC宗旨,支持亞太地區(qū)可持續(xù)經(jīng)濟(jì)增長(zhǎng)和繁榮。認(rèn)識(shí)到當(dāng)前經(jīng)濟(jì)面臨的重大挑戰(zhàn),我們承諾共同采取以下行動(dòng): 5. We reaffirm our long-standing commitment to APEC’s mission of supporting sustainable economic growth and p

10、rosperity in the Asia-Pacific region. Recognizing the significant challenges our economies face, we pledge to work together and take the following actions:   一、促進(jìn)創(chuàng)新增長(zhǎng)、包容和可持續(xù)就業(yè) I. Promoting Innovative Growth, Inclusion and Sustainable Employment   高質(zhì)量增長(zhǎng)、結(jié)構(gòu)性改革和創(chuàng)新 Quality Growth, Structural Reform

11、 and Innovation   我們重申,將通過(guò)采取貨幣、財(cái)政和結(jié)構(gòu)性政策,以及單邊和集體行動(dòng),在亞太地區(qū)實(shí)現(xiàn)平衡、包容、可持續(xù)、創(chuàng)新和安全增長(zhǎng)。我們強(qiáng)調(diào)實(shí)現(xiàn)高質(zhì)量增長(zhǎng)的重要性。 6. We reaffirm our aspirations towards balanced, inclusive, sustainable, innovative, and secure growth in the APEC region through monetary, fiscal and structural policies, individually and collectively, an

We underscore that structural refor

13、m, including competition policy, ease of doing business, regulatory reform, strengthening economic and legal infrastructure, corporate and public sector governance, and promoting human capital development, is key to balanced, sustainable, innovative and inclusive growth, job creation, productivity

14、 and competitiveness. We reaffirm our commitment to foster integrity in the public and private sectors and fighting corruption and bribery, and denying safe havens for corrupt officials and stolen assets. We instruct economic and finance officials to work jointly on the 2018 APEC Economic Policy Rep

15、ort on Structural Reform and Infrastructure.   我們強(qiáng)調(diào),科技創(chuàng)新是亞太地區(qū)經(jīng)濟(jì)增長(zhǎng)和國(guó)際貿(mào)易投資的重要?jiǎng)恿?。我們認(rèn)識(shí)到持續(xù)推進(jìn)高質(zhì)量和公平教育的重要性,以便讓各年齡段的人群都能應(yīng)對(duì)當(dāng)今世界迅速變化帶來(lái)的挑戰(zhàn)。我們致力于促進(jìn)科學(xué)、技術(shù)、工程、數(shù)學(xué)教育,并鼓勵(lì)創(chuàng)業(yè)。 8. We emphasize the importance of innovation, science and technology as key drivers for economic growth and international trade and investment

We recognize the vital importance of continuing to work for quality and equitable education to enable people of all ages to meet the challenges of rapid changes in today’s world. We commit to promoting science, technology, engineering and mathematics (STEM) education and the p

17、ursuit of STEM-based entrepreneurship.   我們決心加強(qiáng)能源安全,確保亞太地區(qū)經(jīng)濟(jì)可持續(xù)增長(zhǎng)。我們鼓勵(lì)在能源領(lǐng)域?qū)崿F(xiàn)貿(mào)易投資便利化,讓人們更容易獲得可靠且可負(fù)擔(dān)的能源,鼓勵(lì)使用可持續(xù)、高效和清潔能源,幫助減少全球溫室氣體排放。 9. We resolve to enhance energy security to sustain economic growth in the APEC region. We encourage the facilitation of energy-related trade and investment, enhance

18、ment of access to affordable and reliable energy, and promotion of sustainable, efficient, and clean energy sources, which, in particular, would contribute to reducing global greenhouse gas emissions.   我們注意到,需要推進(jìn)以人為本、健康和可持續(xù)的城鎮(zhèn)化,鼓勵(lì)各方開(kāi)展知識(shí)分享和政策交流。 10. We note the need for urbanization to be people-

19、oriented, sound and sustainable and encourage knowledge sharing and policy exchange in this ar   全球化世界中的經(jīng)濟(jì)、金融和社會(huì)包容 Economic, Financial and Social Inclusion in a Globalized World   我們認(rèn)識(shí)到全球化和數(shù)字轉(zhuǎn)型帶來(lái)的機(jī)遇和挑戰(zhàn),決心按照2030年可持續(xù)發(fā)展議程,推進(jìn)經(jīng)濟(jì)、金融和社會(huì)包容,在2030年前打造包容、人人享有、可持續(xù)、健康、堅(jiān)韌的APEC大家庭。我們批準(zhǔn)《APEC促進(jìn)經(jīng)濟(jì)、金融和社會(huì)包容行動(dòng)議程》,并以此

20、指導(dǎo)我們下步工作。我們致力于推動(dòng)實(shí)現(xiàn)充分、高效、高質(zhì)量就業(yè)和同工同酬,確保民眾獲得銀行、保險(xiǎn)和金融服務(wù),提高民眾金融素養(yǎng)和融資能力,促進(jìn)社會(huì)所有成員,特別是婦女、青年、殘疾人和其他弱勢(shì)群體的收入持續(xù)穩(wěn)步增長(zhǎng),使其能夠分享全球機(jī)遇。我們鼓勵(lì)A(yù)PEC成員加大對(duì)衛(wèi)生系統(tǒng)的投資,提高生產(chǎn)力,促進(jìn)經(jīng)濟(jì)增長(zhǎng)。 11. Recognizing new opportunities and emerging challenges presented by globalization and digital transformation, we resolve to advance economic, fina

21、ncial and social inclusion, with a vision to build an inclusive, accessible, sustainable, healthy and resilient APEC community by 2030, consistent with the 2030 Agenda for Sustainable Development. We endorse the APEC Action Agenda on Advancing Economic, Financial and Social Inclusion (Annex A) to g

22、uide our efforts moving forward. We commit to advance progress towards achieving full, productive and quality employment and equal pay for equal work; ensure access to banking, insurance and financial services, and increase financial literacy and capability of all to access finance; and progressive

23、ly achieve and sustain income growth for all members of society, especially women, and youth, persons with disabilities and other vulnerable groups, and enable them to seize global opportunities. We encourage APEC economies to invest in their health systems to increase productivity and economic gro

24、wth.   我們認(rèn)為,提高婦女經(jīng)濟(jì)參與度有助于促進(jìn)經(jīng)濟(jì)增長(zhǎng),鼓勵(lì)各成員及私營(yíng)部門落實(shí)婦女經(jīng)濟(jì)賦權(quán)有關(guān)倡議,增強(qiáng)婦女獲得資本、資產(chǎn)和參與市場(chǎng)的能力,擴(kuò)大婦女在高成長(zhǎng)性和高工資部門的參與度,提高婦女領(lǐng)導(dǎo)力、企業(yè)家精神、技能和資質(zhì)。 12. Acknowledging that greater economic participation by women spurs economic growth, we encourage economies and the private sector to implement initiatives that enhance women’s econo

25、mic empowerment, improve women’s access to capital, assets and markets, increase women’s participation in high-growth and high-wage sectors, and promote women’s leadership, entrepreneurship, skills and competencies.   數(shù)字時(shí)代的高質(zhì)量人力資源開(kāi)發(fā) Quality Human Resources Development in the Digital Age   我們高度

26、重視幫助民眾、勞動(dòng)者特別是弱勢(shì)群體更好適應(yīng)不斷變化的工作環(huán)境。我們批準(zhǔn)《APEC數(shù)字時(shí)代人力資源開(kāi)發(fā)框架》。我們致力于加強(qiáng)人力資源開(kāi)發(fā),包括通過(guò)教育和終身學(xué)習(xí)、職業(yè)技術(shù)教育培訓(xùn)、技能改造和升級(jí)等,提高勞動(dòng)者就業(yè)能力、流動(dòng)性和對(duì)數(shù)字時(shí)代的適應(yīng)能力,通過(guò)開(kāi)展技能培訓(xùn)和開(kāi)發(fā),確保勞動(dòng)力政策適應(yīng)市場(chǎng)對(duì)技能培訓(xùn)和開(kāi)發(fā)的需求。 13. We place importance on the need to prepare our people and all workers, especially vulnerable groups, for the changing world of work. We

27、 endorse the APEC Framework on Human Resources Development in the Digital Age (Annex B). We are committed to strengthening human resources development, including through education and life-long learning, technical and vocational education and training (TVET), and up- and re-skilling to increase wor

28、kers’ employability, mobility and preparedness for the digital age; and ensure that active labor market policies can better match the needs of the labor market with various aspects of skills training and development.   二、打造區(qū)域經(jīng)濟(jì)一體化的新動(dòng)力 II. Creating New Drivers for Regional Economic Integration   

29、推進(jìn)自由開(kāi)放的貿(mào)易和投資 Advancing Free and Open Trade and Investment   我們承諾實(shí)現(xiàn)亞太地區(qū)自由開(kāi)放貿(mào)易和投資的茂物目標(biāo),同意加快努力,解決與世界貿(mào)易組織不一致的貿(mào)易和投資壁壘,并為在2020年前實(shí)現(xiàn)茂物目標(biāo)采取有力行動(dòng)。我們也注意到非歧視、對(duì)等、互利的貿(mào)易投資框架的重要性。我們將共同努力,提升貿(mào)易包容性,支持改善市場(chǎng)準(zhǔn)入機(jī)會(huì),應(yīng)對(duì)不公平貿(mào)易做法。我們呼吁,取消扭曲市場(chǎng)的補(bǔ)貼以及政府和相關(guān)機(jī)構(gòu)的其他各類支持。 14. We commit to attaining the Bogor Goals of free and open trade

30、and investment in the Asia Pacific region. We agree to accelerate efforts to address WTO-inconsistent barriers to trade and investment and take concrete actions towards the achievement of the Bogor Goals by 2020. We also note the importance of non-discriminatory, reciprocal and mutually advantageous

31、 trade and investment frameworks. We will work together to make trade more inclusive, support improved market access opportunities, and address unfair trade practices. We urgently call for the removal of market-distorting subsidies and other types of support by governments and related entities.

We are committed to carrying out further actions to promote an enabling and conducive environment for investment in the Asia-Pacific region.   我們致力于共同挖掘互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)潛力,通過(guò)適當(dāng)?shù)谋O(jiān)管和政策框架、促進(jìn)公平競(jìng)爭(zhēng)等措施,鼓勵(lì)投資和創(chuàng)新。我們歡迎通過(guò)《APEC互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)路線圖》和《APEC跨境電子商務(wù)便利化框架》,將考慮采取電子商務(wù)、數(shù)字貿(mào)易等促進(jìn)互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)的行動(dòng)

We will work together to realize the potential of the internet and digital economy, including through appropriate regulatory and policy frameworks, and taking into account fair competition to encourage investment and innovation. We welcome the adoption of the APEC Internet and Digital Economy

34、 Roadmap and the APEC Framework on Cross-border Ecommerce Facilitation. We will consider actions to facilitate the development of the internet and digital economy, including e-commerce and digital trade.   我們承諾進(jìn)一步采取措施,在2025年前提升APEC在服務(wù)業(yè)領(lǐng)域的競(jìng)爭(zhēng)力,努力消除阻礙商業(yè)競(jìng)爭(zhēng)和服務(wù)業(yè)貿(mào)易的壁壘。 17. We are committed to further act

35、ions to increase APECs competitiveness in the services sector by 2025 and intensifying our efforts to address barriers that inhibit our businesses from competing or trading in services markets.   亞太自由貿(mào)易區(qū) Free Trade Area of the Asia-Pacific (FTAAP)   我們重申,致力于全面系統(tǒng)推進(jìn)并最終實(shí)現(xiàn)亞太自由貿(mào)易區(qū),深入推進(jìn)區(qū)域經(jīng)濟(jì)一體化進(jìn)程。我們贊賞各經(jīng)

36、濟(jì)體推動(dòng)實(shí)現(xiàn)亞太自由貿(mào)易區(qū)的努力,包括能力建設(shè)倡議和信息共享機(jī)制。我們鼓勵(lì)各經(jīng)濟(jì)體制定相關(guān)工作規(guī)劃,推動(dòng)取得新進(jìn)展,提升未來(lái)參與高質(zhì)量、全面的自由貿(mào)易協(xié)定談判能力。 18. We reaffirm our commitment to advance in a comprehensive and systematic manner the process toward the eventual realization of an FTAAP to further APEC’s regional economic integration agenda. We commend the effort

37、s of economies to advance work related to the eventual realization of an FTAAP, including capacity building initiatives and information sharing mechanism. We encourage economies to make further progress and to develop work programs to enhance APEC economies’ ability to participate in high quality,

38、comprehensive free trade agreement negotiations in the future.   多邊貿(mào)易體制 Multilateral Trading System   我們歡迎世界貿(mào)易組織《貿(mào)易便利化協(xié)定》生效,呼吁全面落實(shí)這一協(xié)定。我們認(rèn)識(shí)到這將為各經(jīng)濟(jì)體和工商界帶來(lái)有意義和廣泛的利益。我們承諾與其他世界貿(mào)易組織成員一道,推動(dòng)世界貿(mào)易組織第十一次部長(zhǎng)級(jí)會(huì)議取得成功。 19. We welcome the entry into force of the World Trade Organization (WTO) Trade Facilitatio

39、n Agreement (TFA) and call for its full implementation, recognizing that it helps bring about meaningful and widespread benefits for all economies and businesses. We commit to work with other members of the WTO towards a successful 11th WTO Ministerial Conference.   我們強(qiáng)調(diào),APEC在支持以規(guī)則為基礎(chǔ)、自由、開(kāi)放、公平、透明、

We underline APEC’s crucial role in support of a rules-based, free, open, fair, transparent, and inclusive multilateral trading system. We commit to work together to improve the functioning of

41、the WTO, including its negotiating, monitoring, and dispute settlement functions, to adequately address challenges facing the system, bringing benefits to all of our people and businesses. We will work to ensure the effective and timely enforcement of the WTO rules.   我們注意到雙邊、區(qū)域和諸邊協(xié)定的重要性,將致力于確保上述協(xié)定

42、補(bǔ)充多邊貿(mào)易協(xié)定。 21. We w

43、ill strive for a climate conducive to investment and job creation. We will work to ensure a level playing field through continuing APEC’s leadership in pursuing open markets. We recall our pledge to extend our standstill commitment until the end of 2020 and recommit to fight protectionism, including

44、 all unfair trade practices, recognizing the role of legitimate trade defence instruments.   促進(jìn)區(qū)域和次區(qū)域全面包容的互聯(lián)互通 Fostering Regional and Sub-regional Comprehensive and Inclusive Connectivity   我們重申,致力于在2025年前實(shí)現(xiàn)亞太無(wú)縫、全方位互聯(lián)互通和一體化的目標(biāo)。鑒此,我們歡迎各成員努力開(kāi)展合作,促進(jìn)政策溝通、貿(mào)易暢通、設(shè)施聯(lián)通、資金融通、民心相通。我們重申高質(zhì)量基礎(chǔ)設(shè)施對(duì)于可持續(xù)經(jīng)濟(jì)增長(zhǎng)的重要性,承

45、諾通過(guò)擴(kuò)大投資、加強(qiáng)政府和社會(huì)資本合作,提升基礎(chǔ)設(shè)施數(shù)量和質(zhì)量。我們鼓勵(lì)各互聯(lián)互通倡議加強(qiáng)彼此協(xié)調(diào)和對(duì)接,致力于推動(dòng)亞太次區(qū)域一體化和農(nóng)村邊遠(yuǎn)地區(qū)經(jīng)濟(jì)發(fā)展,包括采取措施建立安全、堅(jiān)韌、高效、可負(fù)擔(dān)、可持續(xù)的交通運(yùn)輸系統(tǒng)。 23. We reaffirm our commitment to build a seamless and comprehensively connected and integrated Asia-Pacific by 2025. In this regard, we welcome economies’ efforts in promoting cooperation

46、 to advance policy collaboration, trade facilitation, connectivity, financing, and people-to-people exchanges. We reiterate the importance of quality infrastructure for sustainable economic growth and pledge to promote infrastructure in terms of both quantity and quality through adequate investment

47、 and strengthened public-private partnership. We encourage further collaboration and synergy among various connectivity initiatives and work on advancing economic development and integration of sub-regional, rural and remote areas in the region, including efforts to develop safe, secure, resilient,
